Citation is a UK-based business services provider that helps small- and medium-sized enterprises (SMEs) manage compliance, operational risk, certification readiness, information security, and workforce training.

01 The Challenge

Every new client added cost in near-linear proportion to revenue

The regulatory compliance market is projected to reach $36.6 billion by 2033. Sixty-five percent of compliance leaders say AI automation is the most effective way to reduce cost and complexity. But for most providers, the delivery model has not changed in decades. More clients means more documents, which means more assessor hours. Every new contract adds cost at the same rate it adds revenue.

Citation felt it across the business, too. Every certification engagement starts with a stack of documents: safety protocols, risk assessments, compliance histories, contracts, audit reports. Assessors must read, classify, verify, and validate each one before a certification can move forward. Two workflows carried most of that load: SMAS accreditation, a UK scheme that verifies health and safety documentation for contractors, and ISO certification, which verifies that businesses meet internationally recognized quality and security standards.

In both cases, the assessor’s work is the same:

  • Check document validity
  • Verify dates and signatures
  • Classify each file by type and domain
  • Prepare a summary

The work is repetitive, time-consuming, and high-stakes. A missed expiration date or misclassified safety protocol creates real liability.

With every new client, the same cycle repeated: more documents to process, more assessor hours consumed by mechanical checks, more cost added before any expert judgment even began. Hiring more assessors would not change that ratio. Process tweaks (better templates, faster onboarding) could shave hours off individual assessments, but the model itself would stay the same. Citation needed a solution that could take over the repetitive document work, allowing assessors to focus on the judgment calls that require domain expertise.

02 The Approach

Prototype on real compliance documents. Expand once results proved the concept

Manual reviews had worked at smaller scale, but growing submission volumes exposed the limits. The variability of documents across SMAS and ISO ruled out simple rule-based automation. Different formats, structures, naming conventions, and regulatory requirements meant that pattern matching alone would not hold up. The problem required AI that could classify, extract, verify, and summarize across document types, consistently and at speed.

Provectus, an AI-first systems integrator and solutions provider, brought specific experience building AI for document-heavy compliance environments where accuracy must hold up to regulator review and every step has to be auditable. The collaboration started with a prototype against real compliance documents and real assessor workflows. The prototype had to clear a quality bar on classification accuracy and processing speed before the engagement expanded.

Once results validated the approach, Provectus built a full agentic AI platform with an API-first architecture, so Citation can connect new certification workflows as the business grows.

03 The Build

Document intelligence layer, self-service portal, and audit-grade controls

The agentic AI platform covers the document work that had consumed the bulk of assessor time:

  • AI-generated summaries that give assessors a clear starting point for review

The generative AI capabilities run on Amazon Bedrock with Anthropic’s Claude LLMs. Security matches what compliance work demands: encryption, role-based access controls, and audit logging at every step.

A self-service portal gives assessors a clean interface to upload documents, view classification results, check validation status, and export processed data. An assessor uploads a set of contractor safety files. The platform classifies each document, flags expired dates, verifies signatures, and returns a summary the assessor can review and act on. The AI agents handle the repetitive checks. The assessor handles the judgment.

04 The Results

From adding assessors for every new client to growing the business on the same team

In SMAS, assessors now spend their time on complex evaluations: the judgment work they were hired to do. The team handles growing submission volumes without adding headcount. In ISO certification, business customers now upload and track their own documents through the portal, cutting back-and-forth with assessors and speeding up turnaround. The self-service experience became a differentiator that attracts new clients.
